Katya holds the position of Executive Vice Chairman and Chief Legal Officer of Constructor Group, overseeing all legal and governance matters for the group of companies which includes Constructor Technology, Constructor Knowledge, and Constructor Capital. Katya serves as a director of Global Blockchain Acquisition Corp (NASDAQ: GBBK) and chair of its audit committee.

Katya's distinguished career includes founding her own law practice before becoming a partner and practice group leader at an AM200 law firm. Her legal acumen has led to successful representations before the U.S. Tax Court and the USCIS Administrative Appeals Office (AAO). Katya holds a B.A. from New York University and a J.D. from the Benjamin N. Cardozo School of Law, where she was awarded the Howard M. Squadron Fellowship as a visitor at the Programme in Comparative Media Law & Policy (PCMLP) at the University of Oxford’s Centre for Socio-Legal Studies. Her writings have been published in the Cardozo Arts & Entertainment Law Journal, Bloomberg Tax, and the New York Real Estate Journal, and she has been quoted in Bloomberg, Fortune, and Forbes.  

A six-time Super Lawyers “Rising Star” award winner, Katya is also an adjunct professor at Florida State University College of Law, where she teaches a course on Law & Technology. Katya is admitted to practice in New York, Arizona, and the United States Tax Court.
Dr. Serg Bell, a renowned tech entrepreneur and investor, joins Aracor as a board member and co-founder. He has founded over two dozen global IT companies, including Constructor Group (formerly SIT), Acronis, Parallels, Virtuozzo, Acumatica, and Runa Capital, and drives multiple science and education initiatives worldwide. Born in the USSR to a family of physicists, Serg moved to Singapore in 1993 and became a Singaporean citizen in 2001, renouncing his Russian citizenship to comply with local laws. He holds a B.S. in Physics, an M.S. in Physics and Electrical Engineering, and a Ph.D. in Computer Science. With over 350 patents and an H-index of 50, he brings a wealth of innovation and leadership to Aracor.
Gordon R. Caplan is the founder and Chief Executive Officer of Dutchess Management LLC, a strategic advisory firm dedicated to helping clients navigate complex business challenges and promoting social good through philanthropic ventures.  Prior to establishing Dutchess Management LLC, Mr. Caplan was the Co-Chairman of Willkie Farr & Gallagher LLP from 2015 to 2019. He led the private equity practice and built one of the largest private equity practices in the world. Mr. Caplan was the Chair of the Private Equity Practice at Willkie Farr & Gallagher LLP from 2010 to 2015 and the Chair of the Venture Capital Practice from 2005 to 2010. He also served as Chairman of the Board of Connecticut Telephone from 2004 to 2006.  

Mr. Caplan was named a “Dealmaker of the Year” by American Lawyer in 2018 and featured in publications on M&A, private equity, corporate governance, and high-technology transactions. He has lectured on private equity and technology transactions at Columbia University Graduate School of Business, the University of Pennsylvania Law School, and Fordham Law School. Mr. Caplan received a JD from Fordham Law School in 1991, where he was an Editor of the Fordham Law Review in 1990, and a BA from Cornell University College of Arts and Sciences in 1988. Mr. Caplan is a member of Fordham's Law School's Dean's Planning Council, and a Board Member of Publicolor and was the Chairman of the Board of Publicolor from 2014 to 2018. He received the 2016 Louis J. Lefkowitz Public Service Award from Fordham Law School.

Kevin J. Sullivan is a seasoned legal and business advisor with over 25 years of experience guiding private equity firms, investment funds, and corporate leaders through complex transactions and strategic initiatives. As a former partner at McDermott Will & Emery and Co-Head of Private Equity at Weil, Gotshal & Manges, he has led high-profile mergers and acquisitions, leveraged buyouts, joint ventures, and growth equity investments across industries such as software, technology, media, sports, healthcare, and consumer goods. Kevin has represented top-tier private equity firms, including Apax Digital, Providence Equity Partners, PSG Equity, Susquehanna Growth Equity, Norwest Venture Partners, TA Associates, Technology Crossover Ventures and Thomas H. Lee Partners, as well as corporate clients such as Iron Mountain, Blackboard, EverCommerce, and Learfield Sports.

Beyond his transactional expertise, Kevin is a recognized leader in corporate governance, compliance, and strategic planning, having served on Weil’s Global Management Committee overseeing more than 1,000 lawyers and $2B in annual revenue. Known for his collaborative leadership style, he has built and mentored high-performing teams, championed firm-wide innovation, and fostered a culture of efficiency and growth. His work has earned him recognition from Chambers USA, The Legal 500, Best Lawyers in America, and other industry rankings.

Committed to philanthropy, Kevin serves on the Philanthropic Board of Advisors at Boston Children’s Hospital, provides pro bono legal counsel for veteran and social impact organizations, and has held leadership roles with the Make-A-Wish Foundation, New England Aquarium, and City Year. He holds a J.D. with honors from Georgetown University Law Center and a summa cum laude B.A. in Psychology from Boston College.
Maggie Vo, CFA, is a seasoned finance professional with over a decade of experience in public markets, specializing in investment analysis and portfolio management across a diverse range of asset classes, including both traditional and alternative investments.

Born in Vietnam, Maggie began her investment career at Prudential Fund Management in Vietnam and Prudential Property Investment Managers in Singapore, where she built a robust network across Southeast Asia. As she took on the role of Portfolio Manager at Blue Shore Capital, her expertise extended to hedge fund management, risk assessment, and valuation analysis—skills that laid the foundation for her future in investment management and later influenced Fuel Venture Capital’s proprietary downside risk-mitigation investment strategy.

Maggie transitioned from public markets to the world of venture capital with a strong conviction and deep understanding that value creation increasingly occurs in early-stage private markets. As General Partner and Chief Investment Officer at Fuel Venture Capital, Maggie develops funds’ investment thesis, spearheads due diligence processes and has been instrumental in driving the firm’s growth to +$500million in assets under management with a globally diversified portfolio. Beyond serving investors, she works diligently with founders, guiding them through critical challenges in the fast-moving technology sector—from scaling operations and refining sales strategies to fostering company culture and implementing strong corporate governance. She currently serves on the board of directors for Betr, Soundtrack Your Brand, Leap Financial, Eyrus, and Novopayment.

Maggie’s leadership in venture capital has earned her multiple industry accolades, including recognition as one of Business Insider’s "26 Most Important VCs in Miami," an Entreprenista 100 Award for Outstanding Capital Raising, the Prestigious Women Award by South Florida Business Wealth, and South Florida Business Journal’s 40 Under 40 Award.

Maggie is a Chartered Financial Analyst® (CFA) charterholder. She graduated Phi Beta Kappa and Magna Cum Laude from Centre College with a B.S. in Financial Economics and Mathematics. She remains actively involved in the finance community as a member of the CFA Institute and the CFA Society of South Florida.

Adam Healy is a seasoned technology and security expert with over 20 years of experience, having held senior roles at companies that include Palantir Technologies, Microsoft, and Intercontinental Exchange’s Bakkt, as well as in the U.S. Intelligence Community. He has led major cybersecurity and technology initiatives across both federal agencies and Fortune 100 companies, helping modernize and secure enterprise data environments.

Adam currently serves as CEO of Station70, a U.S.-based security firm specializing in cryptography and security solutions for the digital asset ecosystem. His previous roles include Chief Security Officer at BlockFi, where he managed global teams overseeing cybersecurity, fraud prevention, and cloud engineering, and over a decade of service in national security roles with the U.S. government.

Adam is a recognized thought leader and frequent speaker at major industry events like AWS re:Invent, SANS, and Consensus.
